State Transportation Improvement Program (STIP)I. Announcements2012 Regional Transportation Improvement ProgramMTC, in cooperation with County Congestion Management Agencies (CMA) and Caltrans, adopted the 2012 Regional Transportation Improvement Program (RTIP) on December 21, 2011. The 2012 RTIP provides about $143 million in new project capacity to the nine-county MTC-region. Due to a decline in anticipated revenues, about $100 million of the projects statewide programmed with Transportation Investment Fund (TIF) funds from FY 2011-12 through FY 2012-13 will need to be delayed (reprogrammed) to FY 2013-14 and beyond. The Congestion Management Agencies (CMAs) submitted their draft project nominations to MTC on October 14, 2011, and their final project nomination packages to MTC on October 24, 2011. The Programming and Allocations Committee reviewed the final project listing on December 14, 2011. The Commission is adopted the final 2012 RTIP on December 21, 2011 and subsequently transmitted it to the California Transportation Commission (CTC) for inclusion in the 2012 State Transportation Improvement Program (STIP). General Program InformationThe STIP is a multi-year capital improvement program of transportation projects on and off the State Highway System, funded with revenues from the State Highway Account and other funding sources. The STIP is composed of two sub-elements: the Regional Transportation Improvement Program (RTIP) and the Interregional Transportation Improvement Program (ITIP). As the Regional Transportation Planning Agency (RTPA) for the Bay Area, MTC is responsible for developing regional project priorities for the RTIP for the nine counties of the Bay Area. The biennial RTIP is then submitted to the California Transportation Commission for inclusion in the STIP. The California Department of Transportation (Caltrans) is responsible for developing the ITIP. III. Previous RTIPs2010 Regional Transportation Improvement ProgramMTC, in cooperation with County Congestion Management Agencies (CMA) and Caltrans, prepared the 2010 Regional Transportation Improvement Program (RTIP) and adopted the program on January 27, 2010. The 2010 RTIP included about $26 million in new programming capacity, all from the Transportation Enhancement (TE) fund source. This programming effort also included additional capacity for certain counties that did not fully program their share of TE funds from the American Recovery and Reinvestment Act of 2009. MTC submitted the adopted 2010 RTIP to the California Transportation Commission (CTC) on February 12, 2010. The CTC adopted the 2010 State Transportation Improvement Program (of which the RTIP is a part) on May 20, 2010. MTC adopted the Policies and Procedures for the 2010 RTIP on October 28, 2009 (MTC Resolution No. 3928). The Policies and Procedures lay out project selection criteria, schedule, and application procedures for the 2010 RTIP. The CMAs are responsible for developing each county's program of projects. 2008 Regional Transportation Improvement ProgramMTC, in cooperation with County Congestion Management Agencies (CMA) and Caltrans, prepared the 2008 Regional Transportation Improvement Program (RTIP) and adopted the program on January 23, 2008 (MTC Resolution No. 3840). The 2008 RTIP includes over $150 million in new programming capacity, mainly in the last two years of the five-year RTIP (FY 2011-12 and FY 2012-13). MTC will submit the adopted 2008 RTIP to the California Transportation Commission (CTC) by February 19, 2008. The CTC is scheduled to adopt the 2008 State Transportation Improvement Program (of which the RTIP is a part) on May 29, 2008. MTC adopted the Policies and Procedures for the 2008 RTIP on October 24, 2007 (MTC Resolution No. 3825). The Policies and Procedures lay out project selection criteria, schedule, and application procedures for the 2008 RTIP. The CMAs are responsible for developing each county's program of projects. 2006 Regional Transportation Improvement Program (RTIP) AugmentationOn November 7, 2006, California voters approved the Highway Safety, Traffic Reduction, Air Quality, and Port Security Bond Act of 2006 (Proposition 1B). This bond authorized $2 billion in general obligation bond proceeds to be available for projects in the State Transportation Improvement Program (STIP), to augment funds otherwise available for the STIP from other sources. Under the Bond Act, the funds shall be deposited in the newly created Transportation Facilities Account (TFA) and shall be available, upon appropriation by the Legislature, in the same manner as other STIP funds. The STIP Augmentation will bring an estimated $190 million in new highway capacity to the nine-county MTC-region. Additionally, higher Public Transportation Account (PTA) revenues will allow MTC-region counties to program an additional $84 million in PTA funds. On December 20, 2006, the Metropolitan Transportation Commission adopted the RTIP Augmentation Policies and Procedures, and issued a call for projects for the RTIP Augmentation. County Congestion Management Agencies have submitted their draft project lists to MTC, and MTC released this list for public comment. 2006 STIP Fund Estimate and Guidelines from the California Transportation Commission (CTC) 2006 Regional Transportation Improvement Program (RTIP)At the January 25, 2006 Commission meeting, MTC adopted the 2006 RTIP. The RTIP was submitted to the California Transportation Commission (CTC) for inclusion in the 2006 State Transportation Improvement Program. The CTC adopted the STIP on April 27, 2006. The 2006 RTIP is MTC’s proposal for spending regional funding available as part of the 2006 State Transportation Improvement Program (STIP). The 2006 RTIP proposal, approximately $581 million, $445 million in existing capacity plus roughly $136 million in new capacity, will be programmed in state fiscal years 2006-07 through 2010-11. The project list, based on county-level project selection, is available at the link above. Unfortunately, the programming is not guaranteed – allocations depend on state budget decisions. With increasing state highway operations and maintenance demands on state gas tax revenues and federal contributions, the 2006 STIP will be completely dependent on funding subject to state budgetary decisions. The STIP has traditionally been a funding program primarily directed to projects on the state highway system. However, due to changes in funding sources, three-quarters of the $1.8 billion in new statewide funding projected in the 2006 STIP is for public transportation purposes. 2006 STIP Fund Estimate and Guidelines from the California Transportation Commission (CTC) 2004 RTIPThe 2004 RTIP is the Bay Area's proposal to the State of California for how regional funds should be spent in the 2004 State Transportation Improvement Program (STIP), and is consistent with the STIP guidelines adopted by the California Transportation Commission (CTC) on December 11, 2003. MTC adopted the RTIP on April 28, 2004 and submitted it to the CTC for inclusion in the 2004 STIP. The RTIP includes transit, state highway, local road, bicycle and pedestrian projects that the region proposes for funding through the STIP.
