What Is the Transportation Improvement Program (TIP)?

The Transportation Improvement Program, or TIP, is a comprehensive listing of all Bay Area surface transportation projects that are to receive federal funding or are subject to a federally required action, or are considered regionally significant for Air Quality Conformity purposes, during the four-year period from FY 2008-09 through FY 2011-12. In other words, it is the region’s spending plan for public surface transportation projects based on anticipated federal, state, regional and local funding over the next four years.

It includes improvements for transit, local roadway, state highway, bicycle and pedestrian facilities, along with other regionally significant, locally funded transportation projects, in the nine-county San Francisco Bay Area.  It does not include: Improvements for Airports, Seaports and Privately owned transportation facilities. The Metropolitan Transportation Commission (MTC) prepares and adopts the TIP every two years. By law, the TIP must cover at least a four-year period and contain a priority list of projects grouped by year. The 2009 TIP contains approximately 1066 projects totaling about 12.8 billion dollars ($12.8 billion). The TIP is also financially constrained – meaning that the amount of funding programmed does not exceed the amount of funding reasonably expected to be available. MTC adopted the 2009 TIP on May 28, 2008. FHWA/FTA adopted the 2009 TIP on November 17, 2008. Projects included in the Adopted 2009 TIP are provided below.

Fund Sources Programmed in the TIP

The 2009 TIP programs transportation funding from a wide variety of sources. The fund sources can be categorized as

  • Federal Highway Administration (FHWA) Programs
  • Federal Transit Administration (FTA) Programs
  • State, Regional, and Local Programs

Grouped Listing or Lump Sum Project Lists

Federal regulations allow MPOs to group or combine projects that are not considered to be of appropriate scale for individual listing. Such projects may be grouped by function, work type or geographical area and must be consistent with the exempt project classification contained in EPA’s “Transportation Conformity Regulations (40 CFR part 93).” Such grouped projects are often referred to as “Lump Sum Projects Listings.” Once grouped, the MPO is required to maintain outside of the TIP, a detail list of the projects contained in each group.
