Senate Environment & Public Works Committee Releases MAP-21

On Friday, November 4, 2011 the Senate Environment & Public
Works Committee released the text of a two-year transportation
authorization bill, titled Moving Ahead for Progress in the
21st Century (MAP-21). The bill reauthorizes the Federal-aid
highway program at the Congressional Budget Office’s
baseline level—equal to current funding levels plus inflation—for
two fiscal years. The bill also makes significant changes to
the structure of the federal highway program, consolidating
the number of funding programs by two-thirds, from about 90
programs to less than 30. The bill includes provisions to speed
up project delivery, a new freight program to improve the movement
of goods, and a transportation mobility program. MTC staff
will analyze the legislation in the next few days and provide
a summary of the key policy issues raised by the bill. The
EPW committee is scheduled to mark up the bill on Wednesday,
November 9 at 10 a.m EST.
