Environmental Impact Report of the RTPMTC Contact Person: As required by the California Environmental Quality Act (CEQA), MTC staff has prepared a program level Environmental Impact Report (EIR) for the 2001 Regional Transportation Plan (RTP). A Draft EIR was released, along with the Draft 2001 RTP, on August 10, 2001 for a 45-day public review and comment period. The comment period closed on September 28, 2001. The Commission certified the Final EIR on December 19, 2001. This program EIR, in compliance with CEQA, is designed to inform decision-makers, other responsible agencies and the general public of the environmental consequences of the 2001 RTP. CEQA provides that a program EIR should focus on the secondary effects that can be expected to follow its adoption, but need not be as detailed as an EIR on the specific construction projects that might follow. In accordance with CEQA, the 2001 RTP EIR identifies regional effects of the implementation of projects, which could follow adoption of the 2001 RTP. Specific areas analyzed were transportation, air quality, energy, geology and seismicity, biological resources, water resources, visual resources, noise, cultural resources, population, housing, and social environment, and land use. Four alternatives to the 2001 RTP were examined in the Draft EIR--the No Project (CEQA mandated alternative), System Management, Blueprint 1, and Blueprint 2.
