Performance Measures Report for the 2001 RTP

The Performance Measures Report is a new feature of the 2001 Regional Transportation Plan (RTP). MTC has pursued the development of this report with three purposes in mind: (1) to define quantifiable performance measures for long range transportation planning; (2) to test the efficacy of the measures by analyzing three alternative long-term transportation investment strategies described in the RTP Draft Environmental Impact Report (DEIR); and to develop suggestions for improving the use of performance measures in the future.

  • Main report (PDF)
    Tests efficacy of 11 approved performance measures corresponding with the RTP Goals by analyzing the investment alternatives in the 2001 RTP Draft Environmental Impact Report (DEIR). The report is intended for a non-technical audience. It includes background on the process of developing the performance measures, descriptions of the measures, and analysis results.
  • Appendix A (Excel)
    Includes detailed tables with the results for the measures.
  • Appendices B and C (PDF)
    Appendix B contains detailed, technical descriptions of the methodologies used to calculate the measures. Appendix C contains the summaries of the meetings of the Performance Measures Working Group, the group of stakeholders that advised MTC on the development of the measures in the report.
