Following an intensive, year-long study of congestion-busting strategies and investment alternatives, MTC adopted the Blueprint Phased Implementation Plan in the spring of 2000. This package of high-priority transportation improvements fared well in the Governor's Traffic Congestion Relief Plan, passed by the Legislature and signed by Gov. Davis in July 2000. Many Blueprint projects received funding earmarks in the statewide plan.
