In January of 2001, MTC's Planning and Operations Committee released to the public the Final Staff Report for the Route 24/Caldecott Tunnel Corridor Study. The report caps an 18-month study that began in June of 1999 and involved MTC, Caltrans, the Alameda County Congestion Management Agency and the Contra Costa Transportation Authority. A central issue was the feasibility and desirability of drilling a fourth bore through the hills separating Alameda and Contra Costa counties. The study analyzed the performance, impacts and costs of a new bore. At the same time, planners took a broad look at the entire Route 24 Corridor between Interstate 680 in Contra Costa County and Interstate 580 in Alameda County, evaluating a full range of transportation options, including transit improvements, carpooling and nonmotorized modes. The end goals were to inform decision-makers on the most promising corridor investments, and to identify funding options for proposed corridor investment strategies. Meanwhile, the governor's Traffic Congestion Relief Plan identified $20 million to allow Caltrans to undertake environmental engineering and design for a fourth bore. A subsequent augmentation of $16 million brings the amount of state money for these initial phases to $36 million.
