The purpose of this page is to provide Bay Area data users with easy access to CTPP data and documentation. The
CTPP is a special product produced by the U.S. Bureau of the Census for the transportation community. More
information on the CTPP is available at the links provided at the bottom of this page.
The CTPP comprises three elements: Part 1 provides tabular
data by area of residence; Part 2 provides data by area of work; and Part 3 provides commuter "flow" data from area
of residence to area of work. Data is available at various geographic "summary levels" including county, places
(above 2,500 population), census tracts (1,405 in Bay Area), block groups (4,422 in Bay Area), census travel
analysis zones (4,069 in Bay Area), and 5% PUMAs (54 in Bay Area).
The CTPP Part 1 data for California was received July 9th, 2003.
The CTPP Part 2 data for California was received January 11, 2004. The data
CD that was received on 1/11/04 contains only ASCII data and SAS
jobs to analyze the datasets.
The CTPP Part 3 dataset for California was released
May 6, 2004. Part 3 data contains the county-to-county,
place-to-place, tract-to-tract, etc., data.
Our intent is to provide CTPP data in common data formats.
We are providing data in "csv" (comma-separated value) formats for importing into spreadsheet and database
applications, and we are providing data in ESRI "shp" file format for use in ArcView or ArcGIS software. Note that
some of the "dbf" files associated with the "shp" files are very large with several thousand variables, and cannot
be used in MS-Excel.
We will update this page on an as needed basis, and will
inform the user community via the Bay Area Census
listserv (see the ABAG Bay Area Census page for more
information).
Documentation
Be sure and download and read the CTPP documentation. It
will be impossible to understand the data without having the documentation. Especially useful are the SAS programs,
Appendix E (Table Titles), Appendix F (Category Labels) and the spreadsheets CTPP1_AllVariables.xls,
CTPP2_AllVariables.xls and CTPP3_AllVariables.xls.
MTC's SAS programs

California and Bay Area CTPP "Commuter Flow"

The Census Transportation Planning Package (CTPP) "Part 3" data files
include the journey-to-work "flow" data. These "commuter matrices" show the characteristics of commuters from area
of residence-to-area of work. Geographic levels currently available include: county-to-county, place-to-place, and
tract- to-tract. MTC has also produced commuter flow tabulations by the MTC 34 "superdistrict" system. (More
detailed commute data at the block group and census zone level are expected late May, 2004). These data files are
provided in either "CSV" (comma-separated value) or "XLS" (MS-Excel workbook) formats, in "zipped" archive files to
make for faster downloads. Data is provided for intra-California records, only.
The data user should download the CTPP3_AllVariables.xls and Appendices E and F to gain a better understanding
of the CTPP Part 3 database.
CAUTION: Five of the fourteen data tables included in CTPP Part 3
are subject to a minimum sample size threshold to protect the confidentiality of respondents. These are Tables 3-3
through 3-7. This means that when there are only one or two sample respondents for that area-to-area commuter flow,
then the values for these five tables are "zeroed out" and no data is shown. These represent insignificant data
losses at the larger geographic summary levels such as county and place-level, but are serious data
losses at smaller geographic summary levels (e.g., tracts, block groups, zones) as well as geographic
levels based on these levels (e.g., MTC's superdistricts). For example, there is a 34 percent loss in the number of
total Bay Area commuters when comparing the intra-regional tract-to-tract database (2,154,754 commuters) to the
intra-regional county-to-county database (3,258,465 commuters); and a 1.1 percent loss when examining the intra-Bay
Area place-to-place database (3,221,359). These data losses suggest that Tables 3-3 through 3-7 should
not be used for tract-to-tract, block group-to-block group, or zone-to-zone analyses (with the
exception of the "work at home workers" included in Table 3-6).
MORE CAUTION: These Excel workbooks contain very large databases
which may not be suitable for printing. Some of these Excel worksheets will contain thousands of pages of data, so
be careful when trying to print these spreadsheets. All of these "csv" files can be opened in Excel with the
exception of the Bay Area tract-to-tract database.

Data: San Francisco Bay Area CTPP Data Files in ESRI SHP file format
Note that these are very large SHP files, with 1,000 to
2,500 variables in each file. These data sets do not have simple, mnemonic variable names such as TOTPOP or HHPOP,
but instead have the Census Bureau-provided variable names such as tab1x1 (Table 1, cell 1) and tab120x154 (Table
120, cell 154). The data user should use CTPP1_AllVariables.xls and Appendices E and F to interpret these
variable names. Since there are 11,444 variables in the CTPP Part 1, MTC staff will not be creating mnemonic
variable names and will be relying on the SAS labels for further analyses.
All of the GIS files are projected in NAD-1983, UTM, Zone 10N,
meters.

All of the GIS files are projected in NAD-1983, UTM, Zone 10N, meters.
Note that the CTPP data is only available for
places greater than 2,500 total population. In California, 748 places out of 1,081 places meeting this population
size threshold.
San Francisco Bay
Area CTPP Data Files in CSV (comma-separated value) file format
Typical spreadsheet applications such as EXCEL can only
handle up to 256 columns of data. This represents a major challenge since the CTPP Part 1 contains over 11,000 data
cells (columns of data). The files included in the following table are derived from the Part 1 CTPP data, and are
constructed to contain no more than 256 columns. These files, in comma-separated value format, can be opened and
saved in EXCEL and other spreadsheet applications. There are a total of 117 tables in CTPP Part 1. The following
twelve CTPP "mega-tables" (tables with greater than 256 cells) are not included in these CSV extracts: Tables 9,
15, 16, 23, 34, 44, 45, 46, 75, 76, 79 and 82.
Each of the following five file archives contain 34 separate CSV files. The file naming should be self-explanatory.
The CTPP Part 2 data are the
"tables by area-of-work" datasets. Tables provide detailed information on the characteristics of workers by
place-of-work, county of work, TAZ-of-work, census tract-of-work, and block group-of-work. Again, these files are
limited to no more than 256 columns so that they can be conveniently loaded into EXCEL and other spreadsheet
applications. There are a total of 65 tables in CTPP Part 2. There are eight CTPP Part 2 "mega-tables" (tables with
greater than 256 cells) which are not included in these CSV data extracts: Tables 2-9, 2-15, 2-16, 2-23, 2-34,
2-44, 2-45, and 2-46. (Table 2-29 was deleted by the Census Review Board.)Added:
