RE: File Format for CTAZ equivalency files.

The nine enclosed files, one for each of the nine Bay Area counties,
have the following file format, as specified by the Bureau of the
Census - Population Division - Journey-to-Work & Migration Statistics
Branch, for the 1990 Census CTPP. These are block-to-CTAZ equivalency
files.....

1  - 2  FIPS State code for the block.
3  - 5  FIPS County code for the block.
6  - 10 FIPS 5-digit minor civil division (MCD) code for the block.
11 - 14 four-digit Census Basic Tract Code (right justified and filled 
        with leading zeros).
15 - 16 two-digit Census Tract suffix code (blank if no suffix is present).
17 - 19 three-digit census block code.
20      one-character alphabetic block suffix code (blank if not suffix
        is present).
21 - 25 FIPS 5-digit place code (blank if the block is not located within
        a place).
26 - 28 Census 3-digit minor civil division (MCD) code.
29 - 32 Census 4-digit place code (blank if the block is not located within
        a place).
33 - 38 Six-character TAZ code (right justified and filled with leading
        blanks).
39      Carriage Return Character
40      Line Feed Character

38      MTC Census Travel Analysis Zone -- Sub-RTAZ code
            if 0, then the CTAZ is equivalent to the RTAZ
