EVENTAir Quality Conformity / 2011 Transportation Improvement Program (TIP) Development WorkshopMTC, in partnership with the Environmental Protection Agency, U.S. Department of Transportation, and Caltrans, is hosting a workshop to explain the new particulate matter project-level conformity requirements and interagency consultation procedures, and provide a tutorial on the 2011 Transportation Improvement Program (TIP) development with an emphasis on what the sponsors need to do between June and June 17, 2010. We will also demo a new air quality module in the Fund Management System (FMS) to help sponsors with the new PM2.5 requirements When?Wednesday, June 2, 2010 Who Should Attend?Staffs of public agencies public works and planning departments, Congestion Management Agencies, transit agencies, and Caltrans that are involved in the planning, environmental review and construction of (1) new or expanded highway or local roadway projects that may result in increases in diesel vehicles or changes to intersection level of service due to increase in traffic volumes or (2) new or expanded bus and rail terminals and transfer points with diesel vehicles should attend this workshop. Why?On December 14, 2009, the Environmental Protection Agency designated the Bay Area as nonattainment for the national 24-hour final particle (PM2.5) standard. Project sponsors of certain roadway and transit projects must now prepare a project-level PM2.5 hot-spot analysis of their projects and must undergo interagency consultation on that hot-spot analysis. The hot-spot analysis will estimate likely future localized PM2.5 pollutant concentrations and demonstrate that the transportation project meets Clean Air Act transportation conformity requirements.
