In the Spotlight: Bay Area Regional Agency Headquarters Proposal

The Commission today took the following actions:

1) Unanimously approved a motion to rescind the Commission and BATA actions of July 27, 2011 to open escrow on the purchase of a property at 390 Main Street in San Francisco and related matters; and

2) Unanimously approved a motion that any board action directing staff on a real property transaction and authorizing a real property transaction be deferred to a future meeting, and that an ad hoc committee of MTC Commissioners (membership of which shall include current Chair Adrienne Tissier, Vice Chair Amy Rein Worth, and past Chairs Bill Dodd, Scott Haggerty, Steve Kinsey and Jim Spering) study the serious legal and financial issues and other issues brought to the attention of the Commission and that have been raised, concerning the potential acquisition of 390 Main Street, San Francisco, and report back to the Joint MTC/BATA board at a future meeting with a recommendation for action within 60 days.

The effort to develop a joint headquarters for the Bay Area’s major regional governmental agencies will be revisited this week in a series of meetings set for Wednesday, August 17, 2011, in Oakland beginning at 9 a.m. (see below).

On the table is a proposal to acquire a piece of property located at 390 Main Street in San Francisco and to convert the current 1940s-era, eight-story office building now on the property into a joint regional agency co-location facility. The plan calls for bringing up to five major agencies dealing with transportation, planning and environmental issues for the nine-county San Francisco Bay Area under one roof. Spearheading the regional headquarters effort are the Metropolitan Transportation Commission (MTC) and its sister agency, the Bay Area Toll Authority (BATA), which previously voted in July of this year to move forward with acquiring this San Francisco property after an extensive search and thorough evaluation process that began in June 2009. An RFP seeking candidate properties was issued in March 2011, and in May, the involved agencies were presented with a short list of potential sites.

In a 12-2 vote at its July 27 meeting, MTC determined the property at 390 Main Street in San Francisco to be the most feasible option in terms of space, functionality, location, transit and freeway access, and price. The Air District approved the recommendation in a 13-2 vote at its July 18 governing board meeting. At the August 17 meetings, MTC and BATA will consider whether or not to ratify and reauthorize the actions approved on July 27.

August 17, 2011 Special Meetings

The three back-to-back meetings scheduled for Wednesday morning will all take place at the Joseph P. Bort MetroCenter in Oakland.

  • At 9 a.m., there will be a special joint meeting of the Metropolitan Transportation Commission (MTC) and its sister agency, the Bay Area Toll Authority (BATA), which is governed by the same board as MTC and shares staff with MTC. MTC/BATA staff will present the commissioners with a status report on the strategic planning for a joint regional agency facility as an information item in the portion of the meeting that is open to the public. The commissioners have the option of then meeting in closed session and later voting on the proposal. Agenda
  • At 10 a.m. (or immediately following the 9 a.m. prior meeting, whichever occurs later), BATA will hold a separate special meeting to consider procedural and financial issues related to the development of the new facility, including the formation of the Bay Area Headquarters Authority, a joint powers authority created for the purpose of developing and acquiring a regional headquarters office facility.   • And at 10:05 a.m. (or immediately following the 10 a.m. prior meeting, whichever occurs later), the MTC Commission will convene in a special meeting to likewise consider its participation in the Bay Area Headquarters Authority. Agenda
