EXECUTIVE DIRECTOR STEVE HEMINGER’S REPORT TO
THE
COMMISSION MEETING
OF OCTOBER 26, 2011
SUMMARY OF EVENTS:
CMA Directors Meeting
Napa, September 30
At my regular quarterly get-together with the directors of
the congestion management agencies, we spent most of our
time talking about the One
Bay Area grant proposal. We
hope to circulate for public comment a revised draft of the
proposal within the next few months.
Rotary Club
Napa, October 5
At the invitation of Commissioner Dodd, I addressed the Napa
Rotary Club on the construction activities of the Bay Area
Toll Authority.
880/92 Ribbon Cutting
Hayward, October 7
I joined Commissioners Green, Haggerty, and Sartipi at this
ribbon cutting
event for the reconstructed Interstate 880/State
Route 92 interchange, the last major Regional Measure (RM)
1 project to be completed. It was especially noteworthy
that State Treasurer Bill Lockyer addressed the gathering,
since he authored the legislation placing RM 1 on the ballot
in 1989 during his tenure in the State Legislature.
CFEE Conference
Los Angeles, October 10-11
Andy Fremier and I journeyed to LA to attend the latest in
a series of infrastructure conferences sponsored by the California
Foundation for the Environment and Economy (CFEE).
Regional Headquarters Purchase
San Francisco,
October 14
The $93 million transaction to purchase 390 Main Street in
San Francisco as a regional agency headquarters formally closed
on this date. The building is now owned by the Bay Area
Headquarters Authority (BAHA). Staff will be bringing
a series of budgetary and contractual actions to BAHA in the
coming months as we begin the challenging task of renovating
the facility and readying it for occupancy in 2013.
Rail-Volution
Washington DC, October 17-19
Commissioners Glover, Haggerty, Mackenzie, and Spering joined
ABAG Planning Director Ken Kirkey, MTC Senior Planner Doug
Johnson, and me at this annual conference that brings together
elected officials and private and public sector planning
professionals seeking to implement transit-oriented development
projects around the nation.
Silicon Valley Structures Conference
San Jose,
October 21
I joined SamTrans CEO Mike Scanlon, San Jose Transportation
Director Hans Larsen, and Judge (and former MTC commissioner)
Quentin Kopp in a panel discussion on high speed rail and other
transportation policy issues at this conference sponsored by
the San Jose Business Journal.
AMPO Annual Meeting, Dallas, October 25-28
Unfortunately, I will be unable to attend your commission meeting
on October 26th because I will be attending the annual meeting
of the Association of Metropolitan Planning Organizations. At
the conference, I will be attending a board of directors meeting
as well as introducing the keynote speaker, my former SAFETEA
commission colleague and BNSF Railroad CEO Matt Rose.
Map of the Month
In the nation’s 100 largest metropolitan areas, about
7.5 million households do not own a vehicle and 700,000 of
those zero-vehicle households also do not have access to regular
public transit service. This combination places these
households at a severe mobility disadvantage in obtaining access
to jobs, school, and other vital destinations. The good
news depicted in this map is that while the
Bay Area is home to the 6th largest concentration of zero-vehicle
households in the U.S., about 98% of those households in our
region also are located in areas served by public transit.
As the map clearly shows, the story is much different in the
eastern half of the nation.
