EXECUTIVE DIRECTOR STEVE HEMINGER’S REPORT TO THE
COMMISSION MEETING OF DECEMBER 19, 2007

SUMMARY OF EVENTS:

Bay Area Partnership

The bi-monthly Partnership Board meeting featured action on the proposed State Transit Assistance (STA) consolidated policy and discussion of several issues related to the Transportation 2035 Plan.

IBTTA Finance Summit
Washington DC, December 3

I moderated a panel discussion on the future of federal transportation finance at this annual meeting sponsored by the International Bridge, Tunnel and Turnpike Association.

SAFETEA Commission
Washington DC, December 4-5

I attended the last meeting of the National Surface Transportation Policy and Revenue Study Commission, where we reviewed a 3rd draft of our report to Congress. We are scheduled to have a conference call later this week to resolve a few outstanding issues, and then our work on the report will be finished. We expect to release the report shortly before testifying to the House and Senate policy committees in January 2008.

Procurement Workshop
Oakland, December 12

In conjunction with the Minority Citizens Advisory Committee, MTC hosted a Procurement Workshop on contract opportunities with MTC, SAFE and BATA. There were also panel discussions with current prime and sub-contractors in the areas of Marketing, Freeway Performance Initiative and BATA construction projects.

Map of the Month

This month’s map depicts the “graying” of the Bay Area. According to ABAG’s Projections 2007, the number of persons over the age of 65 in the Bay Area will grow from 813,000 (out of 7.1 million residents of the Bay Area in 2005) to 2.1 million in 2035 (out of 9.0 million total people living in the 9 counties in that year). Growing from 12% to 23%, that represents an 11 percentage point increase in the population over 65 as a share of the total population of the Bay Area. This projected population increase of people above 65 years of age is largely due to the aging of the Baby Boom generation, who are the roughly two million people between 41 to 60 years of age in the Bay Area in 2005, and who will be between 71 and 90 years of age in 2035.
