MTC will host a seminar for over 100 elected officials, city staff and professional developers on parking policies that work to support local “smart growth” in Bay Area communities. Speakers include MTC Commissioner Tom Bates; Susan Moeller, redevelopment manager of Redwood City; Dan Zack, Redwood City downtown development coordinator; and Patrick Kennedy, a local developer of in-fill housing projects. The seminar is based on a year-long study of successful parking policies around the United States, which found that curtailing free parking, sharing parking spaces among different users, and supporting transit, walking and biking are key to building successful and vibrant communities. “Best practices” and case studies will be presented, such as the idea of separating parking costs from housing costs, providing car-sharing spaces for residents of apartment complexes, reducing off-street parking requirements for developments close to transit, and using new technology to provide better parking location information and payment options for drivers. The seminar will emphasize customizing parking strategies to meet the goals and needs of specific communities and to fit particular land use and transportation situations. The seminar is designed to help cities estimate their parking demands under “smart growth” conditions and provide real-world experiences of other cities.
