Regional Transportation Commissioners Named

New Commissioners Appointed to MTC

OAKLAND, Calif. Feb. 10, 1999. . .
Four new members of the Metropolitan Transportation Commission, the Bay Area's transportation planning agency, participated in their first meeting today. MTC Commissioners are responsible for planning, coordinating and financing transportation in the nine-county San Francisco Bay Area, and are appointed for four-year terms. The new commissioners are:

  • Ralph J. Appezzato, representing the cities of Alameda County;
  • Susan J. Bierman, representing San Francisco County;
  • Sue Lempert, representing the cities of San Mateo County;
  • John L. McLemore, representing the cities of Santa Clara County.

Commissioner Appezzato, mayor of the city of Alameda since his election in 1994, also is a member of the Alameda County Congestion Management Agency, the Alameda County Airport Land Use Commission, and the East Bay Conversion and Reinvestment Commission, among other organizations. He retired in 1983 from a military career as a Marine Corps Colonel, and has served as a vice president for the Bank of America and as chief operating officer for Volunteers of America.

Commissioner Bierman has been a member of the San Francisco Board of Supervisors since January 1993. She also is a member of the San Francisco County Transportation Authority and the San Francisco Bay Conservation and Development Commission, among other organizations. She is a former member of the Peninsula Corridor Joint Powers Board and served as a San Francisco Planning Commissioner for 16 years prior to becoming a county supervisor.

Commissioner Lempert has been a councilmember for the city of San Mateo since 1993, and served as mayor in 1997-1999. She is a member of the City/County Association of Governments (C/CAG), and the county's Congestion Management Agency. Lempert is a former member of the board of trustees for both the San Mateo Union High School District and the San Mateo Elementary School District, and is former executive director of the Age Center Alliance, Inc. and former housing director for the Human Investment Project, Inc.

Commissioner McLemore is a member of the Santa Clara city council, having been elected in 1996. He is a manager for an electronics firm in Silicon Valley and is a retired Lieutenant Colonel in the U.S. Army Reserves, with an expertise in logistics and transportation. He is a member of the Santa Clara County Emergency Preparedness Council, the Solid Waste Commission of Santa Clara County, and was recently appointed to the Peninsula Corridor Joint Powers Board.

Fourteen commissioners have been reappointed to their seats on the Commission:

  • James T. Beall Jr., Santa Clara County supervisor, representing the county;
  • Sharon Brown, San Pablo city councilmember, representing the cities of Contra Costa County;
  • Mark DeSaulnier, Contra Costa County supervisor, representing the county;
  • Mary Griffin, San Mateo County supervisor, representing the county;
  • Mary King, Alameda County supervisor, representing the county;
  • Steve Kinsey, Marin County supervisor representing the county and its cities;
  • Charlotte Powers, San Jose councilmember, representing the Association of Bay Area Governments;
  • Jon Rubin, representing the mayor of San Francisco;
  • Angelo Siracusa, representing the San Francisco Bay Conservation and Development Commission;
  • James Spering, Suisun City mayor, representing Solano County and its cities;
  • Kathryn Winter, Napa County supervisor, representing the county and its cities;
  • Keith Axtell, representing the U.S. Department of Housing & Urban Development;
  • Dorene M. Giacopini, representing the U.S. Department of Transportation; and
  • Harry Yahata, Caltrans District 4 director, representing the State Business, Transportation and Housing Agency.

One other commissioner—Sharon Wright, Santa Rosa councilmember representing Sonoma County and its cities — will continue to serve pending an appointment decision by the county's appointing body.
