You've come to know us as the people who put together the Regional Transportation Plan and hand out hundreds of millions of dollars in local, state and federal transportation grants each year. You get our newsletter, and perhaps have come to our offices at the MetroCenter in Oakland for a meeting or public hearing on more than one occasion. But do you really know us? Are you aware that our mission has expanded over the last 10 years to the point where we are now three agencies in one? Did you realize that our 19 commissioners oversee not only the Metropolitan Transportation Commission, but also, since 1988, the region's Service Authority for Freeways and Expressways, and, since January 1 of 1998, the Bay Area Toll Authority?

With this annual report, we would like to reintroduce you to MTC and its offshoots, SAFE and BATA. We'll explain how MTC's core business of divvying up transportation funding is evolving in response to emerging state and federal directives. We'll describe MTC initiatives to smooth your commute, make public transit more attractive and enhance community vitality. You'll find out what the appropriately named SAFE is doing to improve motorist safety, from installing a network of call boxes to sponsoring a fleet of roving tow trucks, and how these efforts help to reduce traffic congestion. And we'll give you details on BATA's $1.3 billion bridge construction program that will replace worn-out structures and add lanes for bicycles as well as cars -- and require our agency to issue bonds for the first time. We hope you will come away with an impression of a regional institution that is working hard to address travelers' changing needs, and that stands ready to take on the challenges of the 21st century.
