Transactions Retrospective: 1991
Transactions celebrated three major rail milestones during 1991. California's first new
intercity train in more than a decade -- the "Capitols" -- made its inaugural run between
the Bay Area and Sacramento. Eye-catching photos introduced two local projects: A band of
beaming children posed in front of a sleek rail car ushered in the Guadalupe Corridor
light-rail line in Santa Clara County, and a shot of two BART trains seemingly headed
straight for the viewer heralded the groundbreaking for two East Bay BART extensions.
The year's high point came near its end, when Transactions reported on the signing of
the landmark six-year Intermodal Surface Transportation Efficiency Act (ISTEA or "Ice Tea")
that gave regions like the Bay Area the flexibility to tailor federal highway funds to
local needs. The promises -- and challenges -- of ISTEA became a recurring subject in
Transactions throughout the next few years.
MTC's exhaustive Bay Crossing Study was completed in 1991, but, stay tuned -- we'll be
taking another look at options for traversing the Bay again later in 2000.
