December 2002
- Revised the roles and responsibilities of the Commission’s advisory
committees — the MTC Advisory Council, the Elderly and Disabled Advisory
Committee and the Minority Citizens Advisory Committee — and set out the
procedures as well as the membership and appointment process for each committee.

- Adopted the final 2003 Legislative Program. Key elements at the state level include
lowering the two-thirds super-majority vote requirement for local transportation sales
taxes, increasing tolls on Bay Area bridges to enhance transit options and other
commute al-ternatives in bridge corridors (with a congestion pricing pilot project on
the San Francisco-Oakland Bay Bridge), and opposing a merger with the Association of
Bay Area Governments. Among initiatives at the federal level, the program calls for a
reauthorization bill that preserves the basic principles of the Transportation Equity
Act for the 21st Century, which is expiring this year.
- Awarded over $4 million through MTC’s Low-Income Flexible Transportation
(LIFT) program to 14 programs that will increase transportation options for low-income
persons seeking employment, and particularly for CalWORKS participants who are making
the transition from welfare to paid employment.

January 2003
- Adopted the 2003 Transportation Improvement Program (TIP) as well as the Federal
Air Quality Conformity Finding for the 2003 TIP.

- Approved 10 planning grants totaling $500,000 through MTC’s Transportation
for Livable Communities (TLC) program to support community-oriented transportation
projects in Brentwood, Colma/ Daly City, Cordelia, Fremont, Healdsburg, Larkspur,
Millbrae, Santa Rosa, Walnut Creek and an unincorporated area of western Contra Costa
County.
- Acting as the Bay Area Toll Authority (BATA), authorized the issuance of $300
million in toll revenue bonds to fund the Regional Measure 1 program of bridge
improvements.
