Transit Chief to Head Highway Department Gov. Gray Davis has named Jeff Morales, formerly executive
vice president of the Chicago Transit Authority, as the new director of the California
Department of Transportation (Caltrans), replacing José Medina, who has moved on to
the state's Integrated Waste Management Board.
Before coming to Caltrans, Morales helped oversee the nation's second largest transit
agency, with a daily ridership of 1.5 million and a work force of more than 11,000.
Prior to his two years in Chicago, Morales spent nearly 15 years serving in various
capacities in the nation's capital, starting his career as legislative assistant to the
chair of the Senate Transportation Appropriations Subcommittee. While in this position, he
helped draft the landmark Intermodal Surface Transportation Efficiency Act of 1991. His
career includes stints as special assistant and policy advisor to the secretary of
transportation, senior staff member of the National Performance Review task force, and
issues director for the White House Commission on Aviation Safety and Security.
Confirmation of the appointment is pending in the state Senate.
