- Adopted the 2004 Regional Transportation Improvement Program (RTIP), which proposes $625 million worth of public transit, state highway, local road, bicycle and pedestrian projects for inclusion in the five-year State Transportation Improvement Program (STIP). In response to the state fiscal crisis, MTC deferred many projects to the outer years of the STIP while also dedicating $62 million in federal dollars to keep critical projects on track. - Acting as the Bay Area Toll Authority (BATA), increased by $405 million the budget for the second Benicia-Martinez Bridge span (currently under construction), for a total project budget of $1.06 billion. At the same time, BATA made a supplemental allocation of $366 million in toll funds to cover the cost overruns. (BATA Resolution 44, Revised)
