Public Participation Plan

Your guide for getting involved in the Bay Area’s regional planning process.

MTC is committed to an open, inclusive public planning process — one where Bay Area residents can learn about key regional issues, share their lived experience and help shape the policies and investments that affect their communities.

MTC’s Public Participation Plan outlines how people across the Bay Area’s nine counties can engage in regional decision-making. The plan is designed to make participation more accessible, transparent and meaningful by providing the information residents, partner agencies and community stakeholders need to understand — and influence — regional policy development.

Draft 2026 Public Participation Plan

MTC released the Draft 2026 Public Participation Plan for review and comment by members of the public, partner agencies and other interested stakeholders on June 4, 2026.

The 45-day public comment period is now closed. Comments were accepted through 5 p.m. on Thursday, July 23, 2026. Staff will review all comments received and revise the draft plan as needed. The final Public Participation Plan is slated to go to the Commission for consideration for adoption at their standing September meeting.

The Draft 2026 Public Participation Plan describes the Commission’s mission and vision for public engagement and participation, along with the processes the agency uses to communicate with the public about its programs, plans, projects and decisions.

Appendix C of the Draft 2026 Public Participation Plan outlines the planning and decision-making milestones for the region’s long-range plan for transportation and land use, known as Plan Bay Area.
